From the implementation of dredging and economic development projects in the communes of Quan Lan, Ngoc Vung, Dong Xa, Minh Chau, Van Don district, Quang Ninh province, the enterprise has grown by 50-60% of the volume of silica white sand contained in the recovered sand. In Document No. 3736/UBND-CN dated September 28, 2010 of the People’s Committee of Quang Ninh Province and No. 2416/BXD-VLXD dated November 30, 2010 of the Ministry of Construction reporting and proposing the Prime Minister to allow Quan Minh to Exploration, exploitation and investment in recruitment, cleaning, and conversion lines of recovered silica white sand to save waste resources according to Decision No. 45/QD-TTg dated September 1, 2012 of the Prime Minister . Thereby exporting recovered and processed silica white sand products, increasing the production value, meeting the standards and conditions as prescribed.

On that basis, the People’s Committee of Quang Ninh province has allowed Quan Minh Co., Ltd. to invest in the Sand Processing Factory Project on Dau Trau Island, Minh Chau Commune, Van Don District. This is a key project with a term of up to 50 years, starting from 2012. The total area under the approved planning is 16,755 hectares with an investment value of up to 286,154 million. Currently, the infrastructure items on the allocated land area have been completed. In addition, the company also submitted a plan to adjust the planning, expand the area to 107 hectares, increase the investment capital to 1,388 billion dong. Determining the development strategy, the company is about to invest in a glass sand processing line and a line to process contaminated sand into construction sand. Applying modern science and technology, a team of skilled workers, good management and operation ability, guaranteed output, the Company expects to have a production capacity of 2,000,000 tons of silica sand/year. and 3,000,000 m³ of construction sand/year.

According to the report in Document No. 3736/UBND-CN dated September 28, 2010 of the Provincial People’s Committee, the silica white sand was recovered in the communes of Quan Lan, Ngoc Vung, Dong Xa and Minh Chau, Van Don district. after being selected and washed to meet standards as raw materials for industries such as: construction glass, mold sand, quartz powder, TFT raw materials, optical glass, crystal, ceramic glaze, artificial stone, etc. At the same time, the quality is equivalent to the silica white sand at Van Hai white sand mine, Van Don district, which is currently being used domestically and exported as raw materials for the construction glass and crystal glass industries. Therefore, the Company boldly invests in a series of Silica sand mining projects in large mine areas.

Silica sand mining project in Minh Chau commune, in cooperation with Tan Lap Trading Co., Ltd. Quan Minh Co., Ltd. was granted a mining license by the Ministry of Natural Resources and Environment No. 1289/GP-BTNMT on May 24, 2019; Certificate of Investment Registration No. 0230066688 was issued by the Provincial People’s Committee on January 18, 2019. Tan Lap Trading Company Limited was granted a mining license by the Ministry of Natural Resources and Environment No. 1288/GP-BTNMT on May 24, 2019. Granted Investment Certificate by the Provincial People’s Committee No. 4556088863 on January 18, 2019; This is a guaranteed source of raw materials for the long-term operation of the Sand Processing Factory Project on Dau Chau Island (Minh Chau Commune, Van Don), with a reserve of hundreds of millions of m3 of sand of all kinds (glass, construction, leveling, porous sand for aquaculture…).

Besides, the project of mines to exploit sand for leveling materials in Chuong Dong Hamlet, Tan Lap Commune, Dam Ha District is completing the licensing procedures for a total mine area: 99 hectares. Total investment capital: 80 billion VND with reserves approved by the People’s Committee of Quang Ninh province is: 9,767,000 m³ exploited to serve projects that are in dire need of sand for leveling.

From mid-2016, Quang Ninh province implemented the policy of tightening the management of mineral resources, including sand. Therefore, porous sand for aquaculture of people in Quang Ninh province on the “floating market” has become scarce, greatly affecting the aquaculture industry in the area, especially the farming of aquatic species bivalve molluscs such as geoducks and clams. More than 500 households raising molluscs in Van Don district lacked sand to breed clams and clams, leading to the risk of empty-handed.

Receive feedback from residents and local authorities, The People’s Committee of Quang Ninh province has issued Document No. 99/UBND-CN dated January 9, 2017 allowing the People’s Committee of Van Don district to coordinate with businesses and households in aquaculture, to prepare a dossier on exploiting porous sand to provide aquaculture sand for people. With its capacity and experience, Quan Minh Co., Ltd. has been assigned to implement the plan of collecting and exploiting porous sand for aquaculture, in Van Yen commune, Van Don district. Total mine area: 500 ha, reserve: About 10 million m³ exploited by 2030.
